The city Board of Estimate first decided back in 1965 to slice up the city into cable-TV franchise fiefdoms, a setup that has survived largely intact in the internet era. Today, Altice (aka Optimum) has exclusive cable rights to the Bronx and southeast Brooklyn, while Charter (aka Spectrum, formerly Time Warner) has the rest of the city; Verizon FiOS is also available in a slowly expanding patchwork of areas overlying those two. As a result, most city residents have at most one other option if they’re unhappy with their current service, and many have none at all.
Americans weren’t always beholden to their local cable and phone companies for internet access, notes Christopher Mitchell, director of the Community Broadband Networks Initiative for the D.C.-based Institute for Local Self-Reliance. In the 1990s, thousands of internet service providers across the country offered dialup connections for relatively low prices, connecting via the copper wires of the phone system. The Telecommunications Act of 1996, he says, was initially designed to build on this by enabling multiple providers to use the new, faster networks that were then starting to be rolled out using higher-capacity coaxial and fiber-optic cable. It didn’t quite pan out.
“Both the Clinton and the Bush administrations dismantled that, under pressure from the big cable and telephone companies,” says Mitchell. “Most of those internet access providers went out of business, because they didn’t have access to the networks. If you have a policy that requires a company to pay $1,500 per home to get a subscriber, and it takes three to four years to earn that money back, you will not have much competition.”
The result has been a network of broadband services that are unaffordable or unavailable for a persistently high number of local households.
Torres noted that the city has spent nearly $300 million on renting otherwise-vacant hotels to house homeless New Yorkers during the pandemic, but hasn’t asked for the hotels to allow residents access to their broadband routers.

The purpose of this chapter is to provide evidence-based findings on student engagement within smart library spaces. The focus of smart libraries includes spaces that are enhanced with the internet of things (IoT) infrastructure and library collection maps accessed through a library-designed mobile application. The analysis herein explored IoT-based browsing within an undergraduate library collection. The open stacks and mobile infrastructure provided several years (2016-2019) of user-generated smart building data on browsing and selecting items in open stacks. The methods of analysis used in this chapter include transactional analysis and data visualization of IoT infrastructure logs. By analyzing server logs from the computing infrastructure that powers the IoT services, it is possible to infer in greater detail than heretofore possible the specifics of the way library collections are a target of undergraduate student engagement.

The Loyola Notre Dame Library provides authentic learning environments for undergraduate students by serving as “client” for senior capstone projects. Through the creative application of IoT technologies such as Arduinos and Raspberry Pis in a library setting, the students gain valuable experience working through software design methodology and create software in response to a real-world challenge. Although these proof-of-concept projects could be implemented, the library is primarily interested in furthering the research, teaching, and learning missions of the two universities it supports. Whether the library gets a product that is worth implementing is not a requirement; it is a “bonus.”

This study represents a framework that digital libraries can leverage to increase usage and visibility. The adopted qualitative research aims to examine a digital engagement strategy for the libraries in the University of Ghana (UG). Data is collected from participants (digital librarians) who are key stakeholders of digital library service provision in the University of Ghana Library System (UGLS). The chapter reveals that digital library services included rare collections, e-journal, e-databases, e-books, microfilms, e-theses, e-newspapers, and e-past questions. Additionally, the research revealed that the digital library service patronage could be enhanced through outreach programmes, open access, exhibitions, social media, and conferences. Digital librarians recommend that to optimize digital library services, literacy programmes/instructions, social media platforms, IT equipment, software, and website must be deployed. In conclusion, a DES helps UGLS foster new relationships, connect with new audiences, and establish new or improved brand identity.

Autonomous assistants (IoT) are the electro-mechanical system that performs any prescribed task automatically with no human intervention through self-learning and adaptation to changing environments. This means that by acknowledging autonomy, the system has to perceive environments, actuate a movement, and perform tasks with a high degree of autonomy. This means the ability to make their own decisions in a given set of the environment. In real-time, many complex problems are solved by GPU programming. The primary concern of scheduling is to reduce the time complexity and manpower. Several traditional techniques exit for processor scheduling. The performance of traditional techniques is reduced when it comes to the huge processing of tasks. Most scheduling problems are NP-hard in nature. Many of the complex problems are recently solved by GPU programming. GPU scheduling is another complex issue as it runs thousands of threads in parallel and needs to be scheduled efficiently. For such large-scale scheduling problems, the performance of state-of-the-art algorithms is very poor. It is observed that evolutionary and genetic-based algorithms exhibit better performance for large-scale combinatorial and internet of things (IoT) problems.
Librarians are beginning to offer virtual reality (VR) services in libraries. This chapter reviews how libraries are currently using virtual reality for both consumption and creation purposes. Virtual reality tools will be compared and contrasted, and recommendations will be given for purchasing and circulating headsets and VR equipment. Google Tour Creator and a smartphone or 360-degree camera can be used to create a virtual tour of the library and other virtual reality content. These new library services will be discussed along with practical advice and best practices for incorporating virtual reality into the library for instructional and entertainment purposes.

The advent of all types of eXtended Reality (XR)—VR, AR, MR—raises serious questions, both technological and pedagogical. The setup of campus services around XR is only the prelude to the more complex and expensive project of creating learning content using XR. In 2018, the authors started a limited proof-of-concept augmented reality (AR) project for a library tour. Building on their previous research and experience creating a virtual reality (VR) library tour, they sought a scalable introduction of XR services and content for the campus community. The AR library tour aimed to start us toward a matrix for similar services for the entire campus. They also explored the attitudes of students, faculty, and staff toward this new technology and its incorporation in education, as well as its potential and limitations toward the creation of a “smart” library.

In Iran, the National Information Network allows access to web services while policing all content on the network and limiting external information. It is run by the state-owned Telecommunication Company of Iran.
One of the benefits of effectively turning all internet access into a government-controlled walled garden, is that virtual private networks (VPNs), often used to circumvent blocks, would not work.
Another example of this is the so-called Great Firewall of China. It blocks access to many foreign internet services, which in turn has helped several domestic tech giants establish themselves.
Russia already tech champions of its own, such as Yandex and Mail.Ru, but other local firms might also benefit.
The country plans to create its own Wikipedia and politicians have passed a bill that bans the sale of smartphones that do not have Russian software pre-installed.

Russia Is Considering An Experiment To Disconnect From The Internet

Russia is considering a plan to temporarily disconnect from the Internet as a way to gauge how the country’s cyberdefenses would fare in the face of foreign aggression, according to Russian media.
It was introduced after the White House published its 2018 National Security Strategy, which attributed cyberattacks on the United States to Russia, China, Iran and North Korea.
Russia’s Communications Ministry also simulated a switching-off exercise of global Internet services in 2014, according to Russian outlet RT.
Russia’s State Duma will meet Tuesday to consider the bill, according to RIA Novosti.
Roskomnadzor has also exerted pressure on Google to remove certain sites on Russian searches.
Director of National Intelligence Dan Coats told Congress last month that Russia, as well as other foreign actors, will increasingly use cyber operations to “threaten both minds and machines in an expanding number of ways—to steal information, to influence our citizens, or to disrupt critical infrastructure.”

Can the Internet be saved?

In 2014 Tim Berners-Lee, inventor of the World Wide Web,
proposed an online ‘Magna Carta’ to protect the Internet, as a neutral system, from government and corporate manipulation. He was responding after revelations that British and US spy agencies were carrying out mass surveillance programmes; the Cambridge Analytica scandal makes his proposal as relevant as ever.
Luciano Floridi, professor of Philosophy and Ethics of Information at the Oxford Internet Institute, explains that grey power is not ordinary socio-political or military power. It is not the ability to directly influence others, but rather the power to influence those who influence power. To see grey power, you need only look at the hundreds of high-level instances of revolving-door staffing patterns between Google and European governmentsand the U.S. Department of State.
And then there is ‘surveillance capitalism’. Shoshana Zuboff, Professor Emerita at Harvard Business School, proposes that surveillance capitalism is ‘a new logic of accumulation’. The incredible evolution of computer processing power, complex algorithms and leaps in data storage capabilities combine to make surveillance capitalism possible. It is the process of accumulation by dispossession of the data that people produce.
The respected security technologist Bruce Schneier recently applied the insights of surveillance capitalism to the Cambridge Analytica/Facebook crisis.
For Schneier, ‘regulation is the only answer.’ He cites the EU’s General Data Protection Regulation coming into effect next month, which stipulates that users must consent to what personal data can be saved and how it is used.
