The digital attack that brought Estonia to a standstill 10 years ago was the first shot in a cyberwar that has been raging between Moscow and the west ever since

It began at exactly 10pm on 26 April, 2007, when a Russian-speaking mob began rioting in the streets of Tallinn, the capital city of Estonia, killing one person and wounding dozens of others. That incident resonates powerfully in some of the recent conflicts in the US. In 2007, the Estonian government had announced that a bronze statue of a heroic second world war Soviet soldier was to be removed from a central city square. For ethnic Estonians, the statue had less to do with the war than with the Soviet occupation that followed it, which lasted until independence in 1991. For the country’s Russian-speaking minority – 25% of Estonia’s 1.3 million people – the removal of the memorial was another sign of ethnic discrimination.

That evening, Jaan Priisalu – a former risk manager for Estonia’s largest bank, Hansabank, who was working closely with the government on its cybersecurity infrastructure – was at home in Tallinn with his girlfriend when his phone rang. On the line was Hillar Aarelaid, the chief of Estonia’s cybercrime police.

“It’s going down,” Aarelaid declared. Alongside the street fighting, reports of digital attacks were beginning to filter in. The websites of the parliament, major universities, and national newspapers were crashing. Priisalu and Aarelaid had suspected something like this could happen one day. A digital attack on Estoniahad begun.

“The Russian theory of war allows you to defeat the enemy without ever having to touch him,” says Peter Pomerantsev, author of Nothing is True and Everything is Possible. “Estonia was an early experiment in that theory.”

Since then, Russia has only developed, and codified, these strategies. The techniques pioneered in Estonia are known as the “Gerasimov doctrine,” named after Valery Gerasimov, the chief of the general staff of the Russian military. In 2013, Gerasimov published an article in the Russian journal Military-Industrial Courier, articulating the strategy of what is now called “hybrid” or “nonlinear” warfare. “The lines between war and peace are blurred,” he wrote. New forms of antagonism, as seen in 2010’s Arab spring and the “colour revolutions” of the early 2000s, could transform a “perfectly thriving state, in a matter of months, and even days, into an arena of fierce armed conflict”.

Russia has deployed these strategies around the globe. Its 2008 war with Georgia, another former Soviet republic, relied on a mix of both conventional and cyber-attacks, as did the 2014 invasion of Crimea. Both began with civil unrest sparked via digital and social media – followed by tanks. Finland and Sweden have experienced near-constant Russian information operations. Russian hacks and social media operations have also occurred during recent elections in Holland, Germany, and France. Most recently, Spain’s leading daily, El País, reported on Russian meddling in the Catalonian independence referendum. Russian-supported hackers had allegedly worked with separatist groups, presumably with a mind to further undermining the EU in the wake of the Brexit vote.

The Kremlin has used the same strategies against its own people. Domestically, history books, school lessons, and media are manipulated, while laws are passed blocking foreign access to the Russian population’s online data from foreign companies – an essential resource in today’s global information-sharing culture. According to British military researcher Keir Giles, author of Nato’s Handbook of Russian Information Warfare, the Russian government, or actors that it supports, has even captured the social media accounts of celebrities in order to spread provocative messages under their names but without their knowledge. The goal, both at home and abroad, is to sever outside lines of communication so that people get their information only through controlled channels.

According to its detractors, RT is Vladimir Putin’s global disinformation service, countering one version of the truth with another in a bid to undermine the whole notion of empirical truth. And yet influential people from all walks of public life appear on it, or take its money. You can’t criticise RT’s standards, they say, if you don’t watch it. So I watched it. For a week.

Suchet, the son of former ITV newsreader John Suchet and the nephew of actor David Suchet, has been working for RT since 2009. The offspring of well-known people feature often on RT. Sophie Shevardnadze, who presents Sophie & Co, is the granddaughter of former Georgian president and Soviet foreign minister Eduard ShevardnadzeTyrel Ventura, who presents Watching the Hawks on RT America, is the son of wrestler-turned-politician Jesse Ventura. His co-host is Oliver Stone’s son Sean.

My note; so this is why Oliver Stone in his “documentary” went gentle on Putin, so his son can have a job. #Nepotism #FakeNews

RT’s stated mission is to offer an “alternative perspective on major global events”, but the world according to RT is often downright surreal.

Peter Pomerantsev, author of Nothing Is True and Everything Is Possible, about Putin’s Russia, and now a senior visiting fellow in global affairs at the London School of Economics, was in Moscow working in television when Russia Today first started hiring graduates from Britain and the US. “The people were really bright, they were being paid well,” he says. But they soon found they were being ordered to change their copy, or instructed how to cover certain stories to reflect well on the Kremlin. “Everyone had their own moment when they first twigged that this wasn’t like the BBC,” he says. “That, actually, this is being dictated from above.” The coverage of Russia’s war with Georgia in 2008 was a lightbulb moment for many, he says. They quit.

The Federal Communications Commission released a plan on Tuesday to dismantle landmark regulations that ensure equal access to the internet, clearing the way for internet service companies to charge users more to see certain content and to curb access to some websites.

The proposal, made by the F.C.C. chairman, Ajit Pai, is a sweeping repeal of rules put in place by the Obama administration. The rules prohibit high-speed internet service providers, or I.S.P.s, from stopping or slowing down the delivery of websites. They also prevent the companies from charging customers extra fees for high-quality streaming and other services.

“All we are simply doing is putting engineers and entrepreneurs, instead of bureaucrats and lawyers, back in charge of the internet,” Pai said on Fox News’s “Fox & Friends,”

Pai on Tuesday confirmed his plan to fully dismantle the Obama-era net neutrality rules, which were approved by the FCC’s previous Democratic majority in 2015. His order would remove bans on blocking and throttling web traffic and allow internet service providers to charge for internet “fast lanes” to consumers. The move sparked a barrage of criticism from Democrats and public interest groups who call it a giveaway to big telecom companies.

What Everyone Gets Wrong in the Debate Over Net Neutrality

The only trouble is that, here in the year 2014, complaints about a fast-lane don’t make much sense. Today, privileged companies—including Google, Facebook, and Netflix—already benefit from what are essentially internet fast lanes, and this has been the case for years. Such web giants—and others—now have direct connections to big ISPs like Comcast and Verizon, and they run dedicated computer servers deep inside these ISPs. In technical lingo, these are known as “peering connections” and “content delivery servers,” and they’re a vital part of the way the internet works.

in today’s world, they don’t address the real issue with the country’s ISPs, and if we spend too much time worried about fast lanes, we could hurt the net’s progress rather than help it.

The real issue is that the Comcasts and Verizons are becoming too big and too powerful. Because every web company has no choice but to go through these ISPs, the Comcasts and the Verizons may eventually have too much freedom to decide how much companies must pay for fast speeds.

Because many internet services for mobile devices include limits on data use, the changes will be visible there first. In one dramatic scenario, internet services would begin to resemble cable-TV packages, where subscriptions could be limited to a few dozen sites and services. Or, for big spenders, a few hundred. Fortunately, that’s not a likely scenario. Instead, expect a gradual shift towards subscriptions that provide unlimited access to certain preferred providers while charging extra for everything else.
Even Verizon’s “unlimited” plans impose limits. The company’s cheapest unlimited mobile plan limits video streaming quality to 480p resolution, which is DVD quality, on phones and 720p resolution, the lower tier of HD quality, on tablets. Customers can upgrade to a more expensive plan that enables 720p resolution on phones and 1080p on tablets, but the higher quality 4K video standard is effectively forbidden.
Meanwhile, Comcast customers in 28 states face 1 terabyte data caps. Going over that limit costs subscribers as much as an additional $50 a month. As 4K televisions become more common, more households may hit the limit. That could prompt some to stick with a traditional pay-TV package from Comcast.
Republican FCC Chair Ajit Pai argues that Federal Trade Commission will be able to protect consumers and small business from abuses by internet providers once the agency’s current rules are off the books. But that’s not clear.
The good news is the internet won’t change overnight, if it all. Blake Reid, a clinical professor at Colorado Law, says the big broadband providers will wait to see how the inevitable legal challenges to the new FCC order shakeout. They’ll probably keep an eye on 2018 and even 2020 elections as well.

Social Media Etiquette & Ethics: A Guide for Personal, Professional & Brand Use.

Etiquette is the proper way to behave and Ethics studies ideas about good and bad behavior. Both combine into Professionalism, which is the skill, good judgment, and polite behavior expected from a person trained to do a job such as social media marketing. Because social media blurs the lines between our personal and professional lives it is useful to look at actions in social media from three perspectives: Personal (as an individual), Professional (as an employee or perspective employee) and Brand (as an organization). To simplify the discussion I have created questions for each category in the Social Media Etiquette and Ethics Guide below. Click here to download.

Before you post or comment in a personal capacity consider:

  1. Is it all about me? No one likes someone who only talks about themselves. The same applies in social media. Balance boasting with complimenting.
  2. Am I stalking someone? It is good to be driven and persistent but be careful not to cross the line into creepy. Don’t be too aggressive in outreach.
  3. Am I spamming them? Not everything or even the majority of what you post should ask for something. Don’t make everything self-serving.
  4. Am I venting or ranting? Venting and ranting may feel good, but research says it doesn’t help and no matter how justified you feel, it never presents you in a positive light. Do not post negative comments or gossip.
  5. Did I ask before I tagged? You had a great time and want to share those memories, but your friends, family or employer may have different standards than a friends. Check before you tag people in posts.
  6. Did I read before commenting or sharing? Don’t make yourself look foolish by not fully reviewing something you are commenting on or sharing with others. Don’t jump to conclusions.
  7. Am I grateful and respectful? Don’t take people for granted. Respond and thank those who engage with you.
  8. Is this the right medium for the message? Not everything should be said in social media. Consider the feelings of the other person. Some messages should be given in person, by phone or email.
  9. Am I logged into the right account? There are too many corporate examples of embarrassing posts meant for personal jokes that went out on official brand accounts. Always double check which account you are on. Don’t post personal information on brand accounts.

Before you post or comment as a professional consider:

  1. Does it meet the Social Media Policy? Most organizations have official social media policies that you probably received when hired. Don’t assume you know what the policy says. Many employees have been fired for not following company social media regulations. Make sure you know and follow employer or client requirements.
  2. Does it hurt my company’s reputation? No matter how many disclaimers you put on your accounts such as “views are my own” certain content and behavior will negatively impact your employer. If your bio states where you work, your personal account represents your employer.
  3. Does it help my company’s marketing? Employee advocacy is an important strategy. Have a positive impact on your company’s image and when you can advocate for your brand in social.
  4. Would my boss/client be happy to see it? You may not have “friended” your boss or client but a co-worker may have and your post is only a share or screen grab away. Even private accounts are never fully private.
  5. Am I being open about who I work for? It is good to post positive content about your employer and it is nice to receive gifts, but if you are trying to pass it off as unbiased opinion that is wrong. Be transparent about your financial connections.
  6. Am I being fair and accurate? Everyone is entitled to their person opinion, but if your opinion tends to always be unfounded and seems to have an agenda it will reflect negatively upon you. Criticism is welcome when it is constructive and opinion is backed by evidence.
  7. Am I being respectful and not malicious? People can get very insensitive, judgmental and angry in social media posts. That does not convey a professional image. Don’t post what you wouldn’t say in person. Even an outburst in person fades in memory, but a malicious post is there forever.
  8. Does it respect intellectual property? Not everything on the Internet is free. Check for or get permission to post company or client brand assets and content.
  9. Is this confidential information? As an employee or contractor you are granted access to privileged and confidential information. Don’t assume it is fine to share. Do not disclose non-public company or client information.

Before posting or commenting as a brand on a social account consider:

  1. Does it speak to my target market? Social media is unique from traditional marketing and requires a different perspective to be effective. Be sure to focus on your target’s wants and needs not yours.
  2. Does it add value? Social media only works if people view and share it. Make your content educational, insightful or entertaining to grab interest and draw engagement.
  3. Does it fit the social channel? Don’t post content ideal for Twitter on Instagram or Reddit. Each channel has its own culture and community. Make sure each post fits the channel’s environment, mission and policies or standards.
  4. Is it authentic and transparent? Trying to trick people into clicking a link or making a purchase will get you nowhere. Don’t hide or exclude any relevant information.
  5. Is it real and unique? Bots can automate tasks and be a great time saver, but use them for the right actions. Don’t use auto responses and create anything that could be perceived as spam.
  6. Is it positive and respectful? It may be fine to talk trash about competitors or complain about customers in the office, but not in social media. Don’t badmouth the competition or customers.
  7. Does it meet codes of conduct? As professionals we are part of trade associations that set standards of conduct. Be sure you are meeting these ethical standards such as the Word of Mouth Marketing Association’s Code of Ethics.
  8. Does it meet all laws and regulations? Government has been catching up with social media and have issued regulations and laws you must follow. See guides on requirements like the FTC social media endorsement guidelines.
  9. Does it meet the Social Media Policy? Most likely your brand or a client’s brand has a social media policy. Ensure you follow your own company standards.

To say that someone is or is not intelligent has never been merely a comment on their mental faculties. It is always also a judgment on what they are permitted to do. Intelligence, in other words, is political.

The problem has taken an interesting 21st-century twist with the rise of Artificial Intelligence (AI).

The term ‘intelligence’ itself has never been popular with English-language philosophers. Nor does it have a direct translation into German or ancient Greek, two of the other great languages in the Western philosophical tradition. But that doesn’t mean philosophers weren’t interested in it. Indeed, they were obsessed with it, or more precisely a part of it: reason or rationality. The term ‘intelligence’ managed to eclipse its more old-fashioned relative in popular and political discourse only with the rise of the relatively new-fangled discipline of psychology, which claimed intelligence for itself.

Plato conclude, in The Republic, that the ideal ruler is ‘the philosopher king’, as only a philosopher can work out the proper order of things. This idea was revolutionary at the time. Athens had already experimented with democracy, the rule of the people – but to count as one of those ‘people’ you just had to be a male citizen, not necessarily intelligent. Elsewhere, the governing classes were made up of inherited elites (aristocracy), or by those who believed they had received divine instruction (theocracy), or simply by the strongest (tyranny).

Plato’s novel idea fell on the eager ears of the intellectuals, including those of his pupil Aristotle. Aristotle was always the more practical, taxonomic kind of thinker. He took the notion of the primacy of reason and used it to establish what he believed was a natural social hierarchy.

So at the dawn of Western philosophy, we have intelligence identified with the European, educated, male human. It becomes an argument for his right to dominate women, the lower classes, uncivilised peoples and non-human animals. While Plato argued for the supremacy of reason and placed it within a rather ungainly utopia, only one generation later, Aristotle presents the rule of the thinking man as obvious and natural.

The late Australian philosopher and conservationist Val Plumwood has argued that the giants of Greek philosophy set up a series of linked dualisms that continue to inform our thought. Opposing categories such as intelligent/stupid, rational/emotional and mind/body are linked, implicitly or explicitly, to others such as male/female, civilised/primitive, and human/animal. These dualisms aren’t value-neutral, but fall within a broader dualism, as Aristotle makes clear: that of dominant/subordinate or master/slave. Together, they make relationships of domination, such as patriarchy or slavery, appear to be part of the natural order of things.

Descartes rendered nature literally mindless, and so devoid of intrinsic value – which thereby legitimated the guilt-free oppression of other species.

For Kant, only reasoning creatures had moral standing. Rational beings were to be called ‘persons’ and were ‘ends in themselves’. Beings that were not rational, on the other hand, had ‘only a relative value as means, and are therefore called things’. We could do with them what we liked.

This line of thinking was extended to become a core part of the logic of colonialism. The argument ran like this: non-white peoples were less intelligent; they were therefore unqualified to rule over themselves and their lands. It was therefore perfectly legitimate – even a duty, ‘the white man’s burden’ – to destroy their cultures and take their territory.

The same logic was applied to women, who were considered too flighty and sentimental to enjoy the privileges afforded to the ‘rational man’.

Galton believe that intellectual ability was hereditary and could be enhanced through selective breeding. He decided to find a way to scientifically identify the most able members of society and encourage them to breed – prolifically, and with each other. The less intellectually capable should be discouraged from reproducing, or indeed prevented, for the sake of the species. Thus eugenics and the intelligence test were born together.

From David Hume to Friedrich Nietzsche, and Sigmund Freud through to postmodernism, there are plenty of philosophical traditions that challenge the notion that we’re as intelligent as we’d like to believe, and that intelligence is the highest virtue.

From 2001: A Space Odyssey to the Terminator films, writers have fantasised about machines rising up against us. Now we can see why. If we’re used to believing that the top spots in society should go to the brainiest, then of course we should expect to be made redundant by bigger-brained robots and sent to the bottom of the heap.

Natural stupidity, rather than artificial intelligence, remains the greatest risk.

  • Will more devices/platforms be developed that combine the power of AI with VR/AR/MR-related experiences? For example, will students be able to issue a verbal question or command to be able to see and experience walking around ancient Rome?
  • Will there be many new types of learning experiences,like what Microsoft was able to achieve in its collaboration with Case Western Reserve University [OH]? Its HoloLens product transforms the way human anatomy can be taught.

Whether using AR for a gamified course or to acclimate new students to campus, the trend will continue into 2017.

This virtual reality field trip tool works in conjunction with Google Cardboard and has just been officially released. The app allows teachers to guide students through an exploration of 200 (and growing) historical sites and natural resources in an immersive, three-dimensional experience. The app only works on Android devices and is free.

Flippity
This app works in conjunction with Google Sheets and allows teachers to easily make a Jeopardy-style game.

Google Science Journal
This Android app allows users to do science experiments with mobile phones. Students can use sensors in the phone or connect external sensors to collect data, but can also take notes on observations, analyze and annotate within the app.

Google Cast
This simple app solves issues of disparate devices in the classroom. When students download the app, they can project from their devices onto the screen at the front of the room easily. “You don’t have to have specific hardware, you just have to have Wi-Fi,”

This site hosts a database of constitutions from around the world. Anything digitally available has been aggregated here. It is searchable by topic and will pull out specific excerpts related to search terms like “freedom of speech.”

This app has less power than Photoshop, but is free and fairly sophisticated. It works directly with Google accounts, so students can store files there.

This extension to the Chrome browser lets kids play with digital blocks like Legos. Based on the computer’s IP address, the software assigns users a plot of land on which to build nearby. There’s a Build Academy to learn how to use the various tools within the program, but then students can make whatever they want.
Google CS First
Built on Scratch’s programming language, this easy tool gives step-by-step instructions to get started and is great for the hesitant teacher who is just beginning to dip a toe into coding.

Encrypted chat app Telegram reverses stance, bans 78 ISIS accounts

Telegram is an encrypted chat service that lets users create anonymous channels that can be followed by hundreds of users.

In addition to Telegram, Twitter and YouTube have also removed ISIS-affiliated content, with hacker organization Anonymous having taken down more than 6,000 Twitter accounts following the Paris attacks.

Meanwhile, Telegram said it only takes steps against confirmed ISIS channels. “For example, if criticizing the government is illegal in a country, Telegram won’t be a part of such politically motivated censorship,” the company said. “While we do block terrorist (e.g. ISIS-related) bots and channels, we will not block anybody who peacefully expresses alternative opinions.”

A new device that can detect, target and deter commercial drones could be used to keep the flying robots away from areas where they’re not wanted, like government properties, airports or your own backyard.

The new anti-drone system has been tested in the United Kingdom, the United States and France, according to the BBC. But there’s no word yet on when or where this drone-freezing technology could be used in these countries.

The Center for Digital Storytelling. short videos, 3-5 min incorporate photographs with the author narration, reflection

Assignment (verbal directions). process (write a 2 page script, every page is about a minute of video), gather images that support the story; edit the script (rewrite); record audio to the script (use an app on the phone instead of WeVideo), WeVideo can edit the audio recording; edit the story, edit the photos to match the story; YourTube and/or Google+

working with faculty: is the digital story a good fit for your course? two questions: does the course have many writing assignments? does everyone have to do the same type of assignment? do you want to offer choices? do you want your students to share their work outside of the class? to you want to explore opportunities for students to develop 21 century skills?

the main presenter: build excitement and interest and gradually step back. how much material goes through and should we charge back. clean and maintenance involved; not too bad. better then a copier. plastic inexpensive. sizes with plastic – $25 and $50. how many project of a spool: depending on the size of the projects but considerable amount. two printers one art dept and one in the faculty dev area.
